Looks like these feather-like structures where produced by the welder’s torch. So one could use this as an artistic techique: put paint (whatever type of paint they use for such purposes) on metal and then “paint” on it with a hot flame or arc. I wonder if the paint is burnt or evaporated away here or a layer of metal vapor is put on top of the paint (or both).
In any case, the result is looking fantastic.
I’m sure you’re right about the welder’s torch creating the “feathers.” I just have to wonder along with you about the rest of it. Happy that you like the photo!
